Can i either bar just one number, or all numbers that are not in my call list/contacts list from calling and sending me messages..

You can stop one specific number from calling you.  That simply involves setting up the contact card to send all the calls from that number straight to voicemail.  
However blocking every non-contact is neither possible nor wise.  If something happens to one of your closest friends or relatives, you might want to actually receive that call from the hospital.
